SHOOTING AND THE RULES:
Remember that all the events listed on your club's Range Approval, which are the
only events able
to be shot on your club's range (apart from practice), must be shot according to
the rules for those events.
Whichever association is the
governing association for those events should have a rule book to clearly set
out the rules for their events.
Like every sport, the rules need to be followed, and this is particularly
important when it comes to insurance issues. If there is an incident the
adherence to the rules will be closely looked at with regard to the situation.
The Range Operator and/or a Management Committee of a club
has a responsibility to ensure that its members have any liability risk
minimised by shooting any of the club's approved events according to the rules
for those matches. Acceptable variations, as previously advised, should be taken
into account also. This includes ensuring that Range Registers, Form 33's and
33A's are all completed correctly, as well as sighting ID for non-licensed
persons and the applicable licences if licensed. If it is a two day event this
ID/licence should be
sighted both days and on each range (if shooting on multiple ranges in various
events).

AFFILIATING NEW MEMBERS:
New members can be affiliated on a weekly or monthly basis –
whichever suits the club best. Many clubs are doing this already and it
certainly helps keep our databases current and ensures your members have all
insurances in place and are receiving their paperwork quickly. We recommend that
the club includes payment along with the PA Member Notification Form (MNF) when
advising of new members. This way we can process on the day of receipt from the
club and forward your
new members their membership card and welcome letter the same

AUSTRALIA ISSF, SERVICES & WA 1500 NATIONAL CHAMPIONSHIP 2010
The 2010 Pistol Australia Nationals were a big success with
233 shooters registering to compete over the 8 days. QAPSA Ltd was the host
association with the City of Brisbane and Metropolitan Pistol Clubs supplying
the venue on the Belmont Shooting Complex in Brisbane. The Championship began on
Sunday March 28 with Service Pistol and the Opening Ceremony performed by the
State Member for Chatsworth, Steve Kilburn MP. Councillor Adrian Schrinner from
the Brisbane City Council also took part in the Opening Ceremony and medal
presentations. This set the scene for daily medal presentations by various
Government Ministers, Government department reps, Order of Australia medal
recipients and peak body representatives. We were very pleased to welcome the
following people to the Belmont Shooting Complex and the City of Brisbane and
Metropolitan Pistol Clubs, to be part of the medal presentations: Peter
Cummiskey (CEO of Q Sport); Phil Reeves MP (Minister for Sport); Inspector Mike
Crowley (WLB); Peter Anderson OAM (for Services to Pistol Shooting); John-Paul
Langbroek MP (Leader of the Qld Opposition); David Bartholomaeus (Sports
Development Coordinator for Sports CONNECT); Jo Weaver (Board Member Qld Olympic
Council); Philip Adams OAM (services to Pistol Shooting); Paul Feeney (President
Qld Shooting Association); Joan Yet Foy OAM (services to Pistol Shooting) and
Catherine Fettell
(President of Pistol Australia). Having these special guests
participate was very worthwhile, particularly the Government ministers, as this
gave them a clearer insight into competitive target shooting and the disciplined
sport of pistol shooting.
25 events were shot over the 8 days, ranging from the Service
events and WA1500 Revolver and Pistol through to events for juniors and ISCD
shooters, and all the ISSF events. THANK YOU! THANK YOU!
A huge thank you to all the volunteers who participated –
many of these were competitors, but a great many arrived from clubs far and wide
just to help out in the time they could spare over the 8 days. For some it was
the first time they had been part of a shooting event on such a large scale, and
was a real eye-opener for many! It was a huge team effort involving Judges,
Range Officers, scorers, patchers, target changers, canteen staff, armoury staff
and many more. A special thanks to the City of Brisbane and Metropolitan Pistol
Clubs for their commitment and dedication to the smooth running of the event,
and to Murrumba PC who supplied quite a crew of workers to help out. Many of our
QAPSA clubs were represented in the volunteer contingent and 68 competed as well
– great work! These major events are very important not only to the
sustainability of the Belmont Shooting Complex, but to the positive promotion of
the sport of Pistol Shooting, from which all pistol shooters benefit.
Talking positive promotion – QAPSA employed a media person to report on the
event and there was
substantial coverage in the 8 April ‘Country Life’, various
metropolitan newspapers and in some rural Queensland papers where successful
competitors call home. The Courier Mail featured one of our successful juniors,
Alfio Casagrande. This was quite an achievement as the Courier Mail rarely
features shooting in its sports coverage. Copy was also sent to newspapers
Australia-wide. Many of the Commonwealth Games Team aspirants competed. We wish
them well in the selection period. Queensland shooters were successful in a
range of events and several QAPSA teams took out first

WEAPONS ACT REVIEW
QAPSA’s member on the Review Panel, Michele Sandstrom, has
received the draft Act and Regulations and has attended the panel meetings to
provide feedback. Proposed tabling date for Parliament is June/July, possibly
later.

QUEENSLANDER ON PISTOL AUSTRALIA MANAGEMENT COMMITTEE
Ben Sandstrom, previously Senior Vice President of QAPSA Ltd,
has been elected to the position of Second Vice President of the management
Committee of Pistol Australia. Congratulations Ben. Well done!

SHOOTING EVENTS ACCORDING TO THE RULES: PLEASE READ THIS – IT IS MOST
IMPORTANT!!
IS YOUR CLUB SHOOTING ALL EVENTS ACCORDING TO THE RULES?
AS THE RANGE OPERATOR THE MANAGEMENT COMMITTEE IS RESPONSIBLE
FOR THE CONDUCT OF ALL EVENTS LISTED ON THE CLUB’S RANGE APPROVAL.
This means that any matches: QAPSA/PA; SSAA; IPSC; QRA; QTS
etc must be conducted according to the rule book for these events. Matches
conducted on your range must be events from a recognised rule book, from a
recognised
association, and can only be events listed on your club’s
Range Approval. This impacts on Holster Accreditation, as each association’s
event has different holster accreditation requirements ie to shoot Pistol
Australia events your members must have PA holster accreditation; to shoot IPSC
events they should have IPSC holster accreditation, and so on. If all criteria
is met QAPSA insurance will cover your QAPSA members to shoot any association’s
events on your range.
PLEASE BE AWARE THAT ALL THE ABOVE ARE VERY IMPORTANT FOR
MEETING INSURANCE REQUIREMENTS – ANY CLAIMS ARE VERY CAREFULLY SCRUTINISED RE
ADHERENCE TO THE MATCH RULES.
As the Range Operator your Management Committee needs to be aware of what its
members (and any visitors) are doing. The Range Operator is responsible for all
activities on its ranges. Responsible governance protects not only our members,
but the sport of Pistol Shooting.

FORM 33 or 33A
Please remember:
Shooters without a Category H licence must sign a Form 33 or 33A each time they
shoot on a range.
These shooters must sign the Range Register as well. Category
H licence holders cannot sign a Form 33 or 33A if they arrive at the range
without their Category H Licence: a Form 33 or 33A is for unlicensed persons
only. The Range Officer must sight a person’s completed Form 33 and ID or
Category H or Minors Licence (or interstate licence) prior to them shooting on a
range. These are all Weapons Licensing Branch requirements.

QAPSA REFEREE COUNCIL
Our Referee Council has been very busy in the early part of
2010, with Range Officer, Holster Examiner and Judge B courses in ISSF and
International 1920 Match being conducted. If you have members in your club
wanting to gain any sort of accreditation read the following.
•
WEAPONS SAFETY COURSE TRAINERS:
Does your club need a Weapons Safety Course trainer, or
perhaps an extra WSC Trainer? QAPSA now has over 50 qualified trainers around
the state. QAPSA will fund QAPSA members to become accredited as a trainer ie.
QAPSA will pay half the course fee (about $750.00) for the member, the member
paying the balance, which will be refunded when that trainer has completed 2
years of WSC courses for QAPSA Ltd. If you have members wanting to do this, the
request will need to come to Elaine Gilliver (QAPSA Training Manager), at QAPSA
Office. The club needs to also provide a supporting letter confirming that it is
approved that this member/s operates as a WSC Trainer in the club.
•
HOLSTER EXAMINER COURSES:
These courses have stepped up considerably this year, with a
course being conducted at the City of Brisbane PC on June 5-6 and one planned
for Richmond a little later in the year.
If you have members wishing to gain accreditation as a
Holster Examiner the club needs to nominate them, being mindful that they must
already have PA holster accreditation and have some experience in the Pistol
Australia holster events.
Holster Examiner accreditation is fully funded by QAPSA, and
is free to QAPSA members.

COACH ACCREDITATION:
Coaching accreditation can be gained through QAPSA, at no
cost to QAPSA affiliates. Club Secretaries have a ‘Request for Coaching’ form on
file and this can be used to request coaching for shooters, in any PA
discipline; or to gain coaching accreditation through the Australian Sports
Commission. Your club needs to request this – coaching is available to any QAPSA
club, for QAPSA affiliates, anywhere, on request. Please note: the phone number
in the March QPN, for our new Coaching Coordinator, Peter Heuke, was incorrect.

NEW JUDGE B’S:
QAPSA has some new Judge B’s added to our list of accredited
officials:
Bob Campbell and John Wright (ISSF)
Bryan Blakey and Brett Foster (International 1920)
Well done to these members. These courses also produced some
‘judges in waiting’ – with some further training required for them to acquire
their accreditation. This accreditation is gained at no cost to the
participants.

50 000 SHOTS WEEK:
50 000 Shots Week runs from 18 September to 25 September
2010. All monies raised go to the Cancer Council of Queensland, for cancer
research. We look forward to your club participating. Paperwork is enclosed.

DVD’S IN PROGRESS:
Our DVD introducing prospective new members, community groups
etc to our sport is progressing and should be available for distribution to the
clubs in mid-June. Our Coaching Coordinator is also working with another state
and another Qld Coach to put together a coaching DVD. These DVD’s will be free
to QAPSA clubs and coaches.
