INSURANCE

Registering new members with PSQ as soon as possible after they become members of your club is very important, to ensure that these members have complete insurance cover as quickly as possible.

Remember this full PSQ insurance policy covers your members travelling to and from your range, travelling to and from Open Shoots and other clubs, and participating in any volunteer role, including working bees, coaching & Range Officer duties etc.

Thank you to those clubs that diligently register their members as they join the club this is a wise move re each clubs duty of care and risk management to their members.

PISTOL AUSTRALIA NATIONAL CLUB INSTRUCTOR COURSE (COACHING PROGRAM)

This is a basic coaching course/program, sitting below the Australian Sports Commissions General

Principles Course and the AISL and Australian Sports Commissions Club and Competition Coach

levels.

The course can be conducted by any registered AISL/ASC Club or Competition Coach.

Pistol Australia will generate a certificate to show confirmation of those completing the course and

PSQ will keep a spread sheet of our members who have done this program.

Some of our members have already received their certificates good work!

All request forms for coaching or coaching accreditation come to the PSQ Office, and are then forwarded to PSQ~s Coaching Coordinator, Peter Heuke.

All coaching sessions are free of charge to affiliated members in our registered clubs.

WLB advice re new fees & some amendments to the Weapons Act

AFFILIATION RENEWALS

Affiliation renewals and new member registrations have gone very smoothly this year, with only a couple of clubs being a little late with their renewals.

Thank you to all the clubs and their Secretaries who helped this process to be a relatively easy one for the 2011 2012 year.

AFFILIATION FEES 2012 2013

The 2011 AGM saw the PSQ Board recommend to the meeting that fees do not increase with CPI, as is usual each year.

The Board recommended affiliation fees for the 2012 13 year be as per the enclosed fee schedule: $95.00 to reaffiliate a renewing adult member and $47.50 for a junior renewal.

New members to be $95.00 also, with a pro rata calculation ($47.50 adult & $23.75 junior) being done if registering from 01 May 2013 31 October 2013.

This reduced rate was deemed possible by the Board, due to increased PSQ membership over the past 12 months and the excellent reaffiliation rate in 2011.

OFFICE OF FAIR TRADING REPORTING REQUIREMENTS

Many clubs would be aware of the reporting requirements required by the Office of Fair Trading, in relation to Incorporated Associations.

The document summarising these requirements is enclosed with this mail out.

ASSOCIATION CONSTITUTIONS

Melanie Woosnam of Activ8 Sports Solutions, who presented the Club Governance Workshop at the conference, reminded the clubs present that their constitutions need to be reviewed if this hasn't been done since 2007.

The Model Rules changed in 2007, so clubs need to check that their Constitution is compliant.

50 000 SHOTS WEEK RESULTS

Congratulations to the Cairns Inner Circle Shooters Club which once again raised the most money, and fired the most shots of the week designated as 50 000 Shots Week.

Cairns ICSC raised $930.80 and fired 7 845 shots!

Other clubs to participate were:

Burdekin PC $20.00 510 shots

Far NQ Sports & PC $24.00 479 shots

Murrumba PC $70.00

A total of $1 044.80 was raised and forwarded to the Cancer Council Queensland on 02 December.

Thank you and well done to the small group of clubs which supported the event.

CLUB RANGE CONDUCT PROGRAM: UPDATE

Clubs are slowly getting a larger pool of members in their clubs feeling confident and competent about running ranges at their own club, through PSQ~s Club Range Conduct Program.

Bundaberg PC is the star performer at the moment with 16 members having completed the program ~ this program is on‐going at the Bundaberg club.

Richmond PC recently had 8 members complete the program, with Emerald having 3, North Arm PC 5 and Bowen PC 4.

All members completing the program are issued with a small certificate from PSQ.

Clubs have been sent a copy of the Club Range Conduct Program rationale and checklist.

If your club does not have a PA Range Officer and has members who would like to participate in the program, please use the Request for Pistol Australia Range Officer Form (in the Sec Manual).

Requests for Range Officer courses should also be sent to the PSQ Office, where the requests will be recorded and forwarded on to our Referee Council Coordinator, Joan Yet Foy.

CONFERENCE INSURANCE FOLLOW  UP

To follow up on an enquiry made to the Marsh Pty Ltd representative at the 2011 PSQ Conference:

All responses supplied by Rob Low of Marsh Pty Ltd.

Q 1: What cover is in place for a PSQ member who goes to a rifle range and shoots rifles?

Answer: If a PSQ member attends and competes on a range managed and controlled by a PSQ affiliated club, PSQ~s policy will cover this member.

If the member attended a SSAA or NRAA range under their control and rules then the PSQ member would be covered as a visitor to the SSAA or NRAA range.

Q2: What is the situation if the PSQ member pays ranges fees to the rifle range?

Answer: As above: if the range is under the control of SSAA or NRAA then you would be an authorised visitor and covered by their policy.

Q3: What does the Hunting addendum mean to a pistol shooter using a range licence only? Can they go hunting with the pistols and be covered?

Answer: If hunting is a lawful and PSQ authorised activity then you are covered.

A & B hunting is covered if these activities are authorised by PSQ.

Condition 3 within the policy states: Warranted that Association/Club Rules & Guidelines must be adhered to~.

PSQ Clarification on the hunting addendum:

As per past years, as hunting with a Category H licence (for Pistol Club target sport use) is not lawful in Queensland, our insurance cover remains as previously: no cover.

The same applies to the A/B hunting scenario: As in previous years: no cover.

AISL YOUTH NATIONALS 2011

Pistol Shooting Queensland sent a team of four youths to the AISL Youth Nationals on the first weekend of December.

Sam John (Murrumba PC); Maddison Cuerton (Murrumba PC); Jacob van der Merwe (Townsville PC) and Justin Woodward (Brisbane International PC) were funded by PSQ to attend, with Alfio Casagrande (City of Brisbane PC) funded by AISL to attend.

NEW CLUB

Pistol Shooting Queensland welcomes a new club to its affiliated club member list: Brisbane International Pistol Club Inc.

This ISSF club is based on the Belmont Shooting Complex and operates out of the Queensland Target Sports range facility on the Complex.

Black Powder TBC: Board decision based on extra information being received from the two clubs which have nominated: Warwick PC and Cairns TSC.

MATCH RULES

It seems our newsletters regularly contain the reminder for Range Operators and members to ensure that Notices on your ranges are being conducted according to the rule books for the specific Notices.

This requirement was confirmed by Inspector Michael Crowley at our conference in November.

This means that all Notices conducted on your club~s range must match an event listed on your club~s Range Approval and be conducted according to the official, recognised association~s rule book/s for the event.

Conference attendees were reminded that this is a Weapons Act/Regulations requirement and that this rule is there to increase safety, reduce risk, maintain the integrity of the various associations~ Notices and protect the sport of pistol shooting.

Attendees were reminded by Inspector Crowley that any modification of the rules increased the liability for Range Operators, if an incident occurred.

It was also stated that matches/Notices should be shot in their entirety to be authorised as a participation by the club.

Clubs are encouraged to ensure that their members are doing the right thing by the Weapons Act, the club, the association and, most importantly, the sport.

USE OF ARMBANDS WHILST COMPETING AT A SANCTIONED EVENT

For medical reasons, some shooters need to use an armband/support whilst competing.

To comply with match rules at a sanctioned event, a competitor in this situation will need to have a medical/physio letter stating the need for this support. This confirmation will need to be presented at Equipment Control, or to the Referee for that event.

This process will need to be repeated at each sanctioned event attended.

QUEENSLANDER VICE PRESIDENT OF PISTOL AUSTRALIA

Ben Sandstrom has been elected to the position of Vice President of Pistol Australia.

Congratulations to Ben on being elected. As a past Board member of PSQ we know he will do a great job at the National Sporting Association level of our sport.

ISSF/PA TEAM FOR THE PISTOL AUSTRALIA NATIONALS 2012

The PSQ Team for the ISSF/IPC/Services/WA 1500 and Black Powder Notices has been selected, and will be announced when all team members have been advised.

These National Championships will be conducted at the Cessnock PC in NSW, from 01 April ~ 08

April, and is an event open to all Pistol Australia affiliates.

CONFERENCE 2011

The annual Pistol Shooting Queensland Conference was well attended this year with 29 clubs (two delegates per club) represented. Apologies were received from Cunnamulla and Tarawera clubs, due to work pressures for their representatives.

The presenters were generally very well received, with the evaluation summary enclosed with this mail out, for your club~s information.

The date for the 2012 AGM and Conference is yet to be confirmed, but it should be around the same time again next year.

We would like to see even more clubs represented next year, and we will do our best to find presenters to facilitate the topics suggested by this year~s attendees.

Pistol Shooting Queensland sincerely thanks the Queensland Government for its funding support for the PSQ Conference, under its State Sport and Recreation Organisation Development Plan funding program.

 PISTOL AUSTRALIA METALLIC SILHOUETTE TEAM MANAGER

PSQ~s Metallic Silhouette Coordinator, Judy Harding, has been appointed Team Manager for the

Pistol Australia Metallic Silhouette Team to compete at the World Championships to be held in South Africa in March next year.

Congratulations Judy ~ well done!

~ 2012 PSQ SHOOTING CALENDAR

PSQ~s 2012 Calendar is enclosed.

At this stage some clubs are yet to register their annual open event by forwarding a Notice of Intent and Sanction Application.

If your club is planning a sanctioned event for 2012, and hasn~t as yet notified PSQ, please do so as soon as possible so we can get your event on the PSQ Calendar and the Pistol Australia website.

Members are encouraged to compete in and support the many ~Open~ and sanctioned Notices around the state.

It is the competition aspect of our sport which allows our sport to be recognised as a legitimate sport, and this helps keep our sport secure for the future.

Sanctioned Notices, at any level, are a competitive and social event ~ encourage your members to try this experience in 2012.

~ ISSF STATE CHAMPIONSHIPS 2012 and ONWARDS

PSQ~s Committee of Management has recommended to the Board that the ISSF State

Championships from 2012 onwards be conducted on the new long‐weekend in October.

In 2012 this would be September 29/30 and 01 October.

Having this major event on this October weekend has many benefits administratively for PSQ, but would also benefit the host clubs and their workforce, and shooters wishing to compete in all Notices over the 3 days.

A final decision on this is yet to be made with the host club for the 2012 State Champs, Gladstone District PC and several other clubs which have October Notices, being consulted on this proposal.

Clubs will be advised as soon as possible.

~ OFFICE CLOSURE

The Pistol Shooting Queensland Office will be closed from Thursday December 22 and will reopen on Monday 16 January 2012.
