QAPSA Sanctioned Shoots:

QAPSA sanctioned shoots are for QAPSA affiliates only.

The only variance to this is for Regional or International Games (eg Maryborough Masters Games, Pan Pacific Masters, Australian Shooting Games, North Qld Games etc). The QAPSA/PA events Pistol Shooting section of these Games can be sanctioned by QAPSA, but the event will continue to be accessible to shooters from any Association. This is because the organising body for these events is an independent, outside organisation.

If clubs want shooters from other associations to compete at their Open they have the option of conducting a non-sanctioned event.

HOLSTER ACCREDITATION:

If your club members are shooting holster matches (ie a loaded pistol is being drawn from a holster), according to the events listed on your Range Approval, they must have holster accreditation specific to that event. Pistol Australia/QAPSA Ltd events requiring Pistol Australia Holster Accreditation (confirmed by a Pistol Australia Holster Proficiency Card) are: International 1920 Match (previously NRA Action Match) events, WA 1500 and Service Pistol.

If your members are shooting SSAA holster events they will need to have SSAA holster accreditation and IPSC events will need IPSC holster accreditation.

None of these events can be shot according to the rules unless they have the specific holster accreditation related to that event.

All approved pistol clubs have to be shooting events from a recognised association and its associated rule books, which would state the holster accreditation required.

MEMBERSHIP DRIVE:

PLEASE NOTE:

FROM NOVEMBER 1 2008 TO OCTOBER 31 2009 NEW MEMBERS WILL BE REGISTERED AS A QAPSA LTD AFFILIATED MEMBER WHEN A $60.00 AFFILIATION FEE (NOW $95.40) IS PAID FOR AN ADULT MEMBER AND $30.00 (NOW $47.40) FOR A JUNIOR MEMBER.

This will apply to all new members being registered with QAPSA Ltd from Nov 1 2008 - 31 October 2009.

Even if they have previously been a QAPSA member, but have let their affiliation expire, they will be classed as a new member. This will not apply to members on your current capitation list who you may re-affiliate after October 31 this year.

We recommend that your Club affiliates its members with QAPSA as soon as they join your club. This way all aspects of insurance are in place (Public Liability, Product Liability and Volunteer Liability).

To summarise:

MEMBERS COMING BACK AFTER 5 YEAR ABSENCE;

Many past members are coming back to the sport after the buyback and a 5 year absence from the sport.

Those shooters who have maintained their Pistol Club membership over this 5 year period are required to do a Weapons Safety Course, as are those who haven't maintained their membership. The members maintaining membership can, however, request some RPL on the WSC. It is up to individual trainers to make this decision. The 6 month period prior to the 5 year anniversary date can be claimed as the required membership period (including the three participation registrations) for members who have maintained Pistol Club membership. The member who has maintained membership is therefore eligible to apply for a concealable licence the day after the 5 year anniversary date, whereas the member who has not maintained pistol club membership can only apply for club membership the day after the 5 year anniversary date.

Last year all monies raised went to the Queensland Cancer Council we would like to raise a lot more in 2009. Paperwork will come out in June, but put this in as a DATE CLAIMER now for your club.

Toowoomba PC was the champion money raiser last year ($52.00) and Warwick PC fired the most shots (2 751). can your club beat this?

QAPSA Ltd fees 2009-2010:

QAPSA Ltd affiliation to increase by $2.00 (CPI increase): $97.40 for renewing members

Affiliation with Pistol Australia may cause an added increase clubs to be advised after the Pistol Australia AGM on April 13 2009.

Membership Drive fee structure to be reviewed at the July Board Meeting.

STATE CHAMPS:

Host Club needed for ISSF State Champs: Nomination forms available from QAPSA Office, or in Secretaries Manual in the State Championships Guidelines section.

Rule Changes: ISSF 2009 rule books are now available: $8.00 for purchase.

PISTOL SHOOTING QUEENSLAND (QAPSA LTD): CONTRACT WITH CLUBS

Thank you to those many clubs who have replied registering their membership category with us. These clubs will soon receive an Agreement Schedule, with an invoice for $11.00. On return of the signed

agreement to QAPSA, with the $11.00, QAPSA Office will forward a Pistol Shooting Queensland Membership Certificate to the club, along with a copy of the signed Agreement.

A 2009 Rule Book will also be provided.

This Certificate would be used in conjunction with a letter from QAPSA confirming the membership category and the insurance cover in place due to the club's affiliation with QAPSA Ltd, when renewing your Pistol Club permit and Range Approval.

SE Zone AGM

The SE Zone AGM has been reconvened for Saturday, March 21: 3.00 pm at the City of Brisbane PC.

QAPSA Ltd Range Operator:

QAPSA Ltd will soon call for expressions of interest for a QAPSA affiliate to take on the role of Range Operator Trainer/Coordinator to work with our QAPSA clubs.

The fine detail is yet to be worked out as the Association is liaising with Rex Wigney of QRA and WLB to determine all requirements needed to fulfil this role.

To date we have been told the person in the role would need a very good knowledge of the Weapons Act and Regulations, range templates for specific ranges and range design. He/she would need to be prepared to travel also.

The Association is planning to produce a DVD to assist the Range Operator Trainer, incorporating footage already put together by Rex Wigney and WLB, plus some new material. More on this later  we will call for expressions of interest as soon as all details are finalised. Once we have a Coordinator/Trainer in place clubs will be advised and requests for Range Operator courses can begin.

PLEASE NOTE: There has been some confusion re the terms Range Operator and Range Officer.

The Range Operator is the Club managing the particular range complex, in accordance with the Club's Range Approval and Standing Orders.

A Range Officer is a person/s delegated to supervise/officiate on separate ranges at your club on any given day.

It has been recommended at Range Operator courses that Range Officers should not officiate and shoot in the same detail. The statement has been to the effect that if a shooter takes on this dual role he/she must be prepared to take the responsibility if there is an incident, and explain how they were able to supervise safe practices by all shooters on the line, whilst taking part in the shooting themselves.

The Association realises that this is sometimes difficult when small numbers of shooters are in attendance, but QAPSA Ltd recommends that a Range Officer is not also a shooter in the same detail.

Perhaps we need to rethink how our club events are conducted, as we don't want those who volunteer to supervise a range, to miss out on shooting. Perhaps other club members need to be prepared to remain behind to supervise another detail to cater for the first shooter who was the RO?

At Open Shoot level no participant should act as Range Officer and compete in the same detail.

Letter from the Police Minister

QAPSA Ltd President, Michele Sandstrom, has received a letter from the Minister for Police,

Corrective Services and Sport, Judy Spence, thanking the Association for the December issue of the Queensland Pistol News.

Ms Spence congratulated the Association on its achievements in 2008, in particular the Referee and Coaching programs. She also wished the Association all the best for its January Junior Camp.

QAPSA LTD 50TH ANNIVERSARY

QAPSA Ltd celebrates its 50th anniversary this year.

To commemorate this event a Commemorative Dinner will be conducted at the City of Brisbane PC on the Saturday evening of the Australian Shooting Games: July 4.

The Association was started by COB PC members, so it is fitting that the event is held at the City of Brisbane PC venue. All QAPSA affiliates are welcome to attend. A commemorative badge will be struck.

TOOWOOMBA PISTOL CLUB CELEBRATES ITS 50TH ANNIVERSARY THIS YEAR ALSO: ENTER FOR

THEIR OPEN SHOOT ON 16-17 MAY AND HELP THEM CELEBRATE! MAY 16-17

Club Visit Program:

QAPSA representatives are checking their diaries and the schedule of clubs to be visited in 2009.

If your club has not been visited for 2 years, or more you will be contacted very soon so the Association can touch base with Club Management and its members. Clubs are welcome to request a visit by QAPSA Management at any time.

Promotion Plans:

Promotional work began in 2008 with the issue to clubs of 3 brochures, with several clubs already requesting more for Come and Try days etc.

In 2008 the Association employed a retired journalist to establish media contacts throughout the state. His job is to liaise with the Association and our clubs to promote pistol shooting (and local shooters and

therefore local clubs) throughout Queensland. There was some good coverage in the Country Life and some local papers in 2008.

The Association is soon to place a generic ad, promoting Pistol Shooting as a sport, in local papers where we have a QAPSA Club. To do this we need your club to confirm the name of your local paper/s and contact details for that paper so we can organise the ads: please insert on the enclosed Confirmation Form.

We would expect that any new members coming via this ad would be affiliated with our Association. A New Members Handbook and accompanying DVD is in the early stages of development and will be

professionally produced. These will be provided to each club to help promote the sport and the club. A pull-up sign is also in the design stage and one will be issued to each zone. These will also be useful to

clubs for promotion days, local shows etc.

4. Metropolitan PC, Warwick Pistol Club and City of Brisbane PC opens have all seen 73+ shooters competing (COB PC Open 85+ competitors)

5. Development of promotional DVD; New Members Handbook; Range Operator DVD; pull-up sign begun.

6. New Zone Charter adopted at February 14-15 Board Meeting.

7. QAPSA Ltd Club Agreement approved at February 14-15 Board Meeting: being issued to

clubs on a progressive basis as Confirmation of Membership Category forms are received.

Membership Certificates to be issued as processed individually.

8. New Pistol Shooting Qld shirts and caps selling well: new bulk order in the process.

9. State Teams selected for .22 Metallic Silhouette and ISSF/PA Nationals 2009: Teams sent,

or being sent to Nationals in Canberra (February/March) and Cessnock (April) respectively.

10. 2009 Rule Books provided to clubs (with Full or Partial Member registration).

11. Set of laminated 2009 Range Officer Guides for ISSF/PA events (apart from Metallic Silhouette and Int 1920) sent to all clubs (Full or Partial Member).

12. New website address approved: www.pistolshootingqld.org

13. Website access for clubs in developmental stage: waiting on replies from clubs to complete.

14. Three QAPSA coaches participated in the National Coaching Council Seminar in Canberra:

RANGE APPROVAL UPDATES:

Clubs are requested to send a copy of the Club's Approval of a Range and/or Approval of a Club if they have recently been renewed. Thank you to the clubs that are doing this as a matter of course. QAPSA Ltd needs a copy of these so we have your Club's events registered re insurance cover for your QAPSA members.

Discount rates on domestic insurance:

As per the flyers forwarded to clubs some time ago, affiliates of AISL (ie affiliates of QAPSA Ltd and Pistol Australia) are eligible for savings on domestic insurance. Club Secretaries should have these flyers on file, or on the Club noticeboard.

Marsh Pty Ltd, who is QAPSA�s insurers for Public and Product Liability and Volunteer Liability, are offering these discounts to our affiliates.

Markers Wanted!!

The Queensland Rifle Association is looking for rifle, pistol and shotgun shooters to be target markers for the QRA Queens, NRAA Queens and the World Championships (03-22 October 2011).

All conducted on the Belmont Shooting Complex in Brisbane. 50 markers needed for the World Champs! To quote QRA's Newsletter:

1. Daily rates paid currently $80.00: lead up 2 days; Queens 3 days; National Teams Matches 3 days, World Champs 12 days.

2. First time markers given training.

QAPSA Ltd is the host association for the 2010 Pistol Australia ISSF/PA Nationals: Easter period.

shooters in the ISSF and PA disciplines of Services, WA 1500 and Black Powder.
