shooting, but may be consumed at the cessation of all matches for that day in
which the participant wishes to be involved, to a level not exceeding the legal
limit.

SECTION 1 GENERAL
These Range Standing Orders (SOs) cover the use of the range facility operated
by the Fraser Coast Pistol Club Inc. (Club Approval no. 8000011306).
They should be read in conjunction with Range Approvals No's. 81000012310 &
8100012307, FCPC Rules and By-Laws (see Notice Board or refer to secretary) and
the Weapons Act 1990 associated Regulations and any amendments thereto, which
are available at GoPrint or QG website
www.qld.gov.au
All Range Officers and range users are required to read and sign these SOs
yearly.
Requests for exemptions from any provisions of these SOs shall be submitted in
writing to the Management Committee for consideration.
It should be noted that FCPC runs a scheduled Calendar of Shoots (see Notice
Board) and these shoots take precedence over unscheduled or practice shoots at
all times.

SECTION 2 RANGE FACILITY
Special Considerations.
Concealable Firearms with calibres over .38 are not permitted on ranges 3,4,5.
Ranges 1, 2, 6. Can use calibres over .38. Shooters must have a Class C Licence
endorsement to acquire these firearms.
N.B. Reference should be made to Range Approvals for usage parameters
2.1 Range Description
This range facility has multiple ranges covered by two Approvals. Copies of
these Approvals, which clearly define permitted usage and ammunition velocity
and energy parameters are presented on the Notice Board, adjacent to the First
Aid cabinet, and at the firing line on Range 7. The descriptions of the
operational ranges are below:
Range Approval No. 8100012310 comprises six ranges to the left (East) of the
elevated range. Refer to site plan on Notice Board.
Ranges starting from the left (East):
Range 1 - A 50 yd range with 9 covered bays and R/F Rifle vertical rests
is a general purpose and R/F Rifle range. Targets paper or steel, IPSC/Single
Action Match. NB. Steel targets to remain within alignment of paper target
frames.
Range 2 - An open pit designed for IPSC or Single Action Match. Targets paper
or steel IPSC or Single Action Match.
Range 3 - A 25m range of 25 lanes with turning targets, used for ISSF matches.
All other matches must use the range beyond the turning targets, except for IPSC
paper targets; these can be shot on the tuning targets. IPSC or Single Action
Match can be shot in left corner adjacent to return mound. Targets paper or
steel (IPSC).
Range 4 - A 25m range with 12 lanes and 4 vertical rests. Also with turning
targets it maybe used for ISSF. All other matches must use the range beyond the
turning targets, except for IPSC paper targets, these can be shot on the tuning
targets. Targets paper only
Range 5 - A 50yd Service Match range comprising 20 targets and 4 vertical
rests/lanes. It can be used for IPSC. Targets paper only.
Range 6 - A 100m Metallic Silhouette range which can also be used for other
matches and with extensive flexibility as detailed in the respective Approval.
Targets steel silhouette or steel IPSC or S/A Match.
Range Approval No. 8100021704 located to the right (West) of the six pistol
ranges.
Special Note: This range is approved for penetrable targets only and has low
velocity and energy limitations as detailed on the Approval. Centre fire
ammunition is strictly limited to pistol calibres with velocities not exceeding
1400fps (426m/s) and energy not exceeding 500 ft pounds (678j). Shooting scope
is strictly as per the Approval on Notice Board.
SECTION 3 PERSONNEL
3.1 Range Officer (RO)
The RO has complete authority on the range property to conduct authorised
shooting practices and matches. ROs must hold a current Queensland weapons
licence in the appropriate Category. The Range Officers name and the date of the
shoot being supervised is to be clearly displayed at any active range on the
board provided. ROs have the responsibility to supervise all personnel (shooting
and non-shooting alike) who are present on the facility and may instruct the
removal of members and/or non-members at his/her discretion.
Unlicensed Shooters. In accordance with Section 53 of the Weapons Act,
Unlicensed shooters or licensed shooters who are not authorised to possess the
weapon he/she proposes to physically possess and use must complete a Form
33/33A. The Range Officer must then sign the Form 33/33A in accordance
with Sect 53(3) of the Weapons Act after fulfilling photo I. D. and other
requirements.
3.2 Attendance and Membership
To retain handgun ownership, licensed members with handguns must meet the
legally required participation in each July/June financial year. Members
participation records must be completed at the end of a qualifying shoot and be
countersigned by the range officer. Members with 1 class of pistol must complete
6 shoots on separate days per financial year. Members with 2 or more
classes of pistol must complete 4 shoots for each pistol class on separate days
during the same period. Members who are unable to meet the legislated attendance
requirements should advise the Management Committee and seek advice regarding
response to the Weapons Licensing Branch. The Management Committee will
consider all such requests at their regular meetings. The Management Committee
will review the eligibility of all individual Club Members at least once per
financial year and present an annual Participation Report to WLB as required by
the Act. Note: The WLB will make the final decision as to shooter eligibility to
retain particular concealable firearms based on his/her Participation Report. In
accordance with the legislation, licensed shooters must advise the Club
Secretary of all Classes of Category H firearms in their possession during July
of each year and present proof of shoot participation for each Class, so that
the report required under the Act can be compiled and submitted.
Classes are:
A Air Pistol
B Centre fire not more than .38 calibre or
black powder pistol
C Centre fire more than .38 but not more
than .45 calibre
D Rimfire pistol
3.3 Guests and Spectators & Visitors
Guests (children and adults) are the responsibility of the adult club member
with whom they came and must remain under adult control at all times. Spectators
are the responsibility of the RO. The RO may appoint another club member to
assist in supervision of spectators.
Visitors:
Must not be allowed near the firearms without
strict supervision. Must wait for the Range officer (The RO may appoint another
club member.) to take them from the canteen area.
SECTION 4 RANGE OPERATIONS
4.1 Flags
A RED flag at least 1.2m x 0.9m must be flown from the
flagpole at the main entrance to the complex when anyone is on any range within
the facility. The 3 Red flags are to be flown when there is no shooting on the
range. (Front gate flag, our gate flag, flag pole flag.)

Red flag on flagpole to the rear of the Pistol Range firing line behind Ranges 3
& 4.
Each individual range has a flag each of the above dimensions, which must be
flown when that range is in use. This flag indicates that firing may take
place on the Pistol Range under R/O control. Flags housed in the Bunker to the
rear of Range 4 and in the little green shed.
RANGE 1- 5
RED flag at both the left and right hand ends of the continuous mound at the
rear of the firing line and one on mound at L/H end of R3. Firing Line Flags
adjacent to all firing lines in this section.
RANGE 6
Red flag at each end of the mound and one at L/H end of firing line.
RANGE 7
Red flag at each end of the 300yd mound and another at the right hand end of the
firing line.
Flags not in use will be housed in the Bunker to the rear of Range 4 and in the
little green shed.
4.2
TARGETS
Targets are as detailed in 2.1 above
At no time are targets such as soft drink cans or any other non-approved or
impromptu targets to be used on the range facility without the clearance of the
Club Management Committee.
4.3 RANGE REGISTER
Prior to each shoot every shooter is to fill out the Range Register (Form 20a or
20b must be used and cannot be amended). This is to be maintained in
accordance with the Weapons Act. The Competition Register is located in the
Canteen Building and the Practice Register is located in the lockable First Aid
cabinet under the cover adjacent to Ranges 3 & 4.
For combined A, B & H shoots the Forms for both Category H only and Other than
Category H must be completed.
Range Officers are to pay particular attention to the additional recording
requirements for handgun ranges.
The Range Officer is required to physically sight participants firearms
licences. Club members and visitors who are not able to produce their licence
will not be permitted to shoot as this would be in contravention of the Weapons
Act. Range Registers are to be tightly controlled to ensure that unauthorised
people cannot access the details within them.
4.4
AMMUNITION
All spent centrefire cartridge cases or spent shotgun shells and other debris
must be collected and disposed of in containers provided or removed from the
range. The use of tracer, incendiary, explosive or similar ammunition is
prohibited.
The muzzle velocity and muzzle energy of ammunition is to conform with the
conditions of the Range Approval/s. Full metal jacket and ball ammunition are
prohibited on all ranges.
4.5
PERMITTED ARCS OF FIRE
All shooting will be parallel with the centre line except for IPSC, Clay Target
and Single Action Matches, which will be conducted strictly in accordance with
the respective Regulations in relation to angles of fire, on approved ranges.
4.6
FIRING
The following firing guidelines are applicable to all ranges on the complex:
Shooting is only to occur between 8.30 AM and 6 PM. (visibility
permitting)
No firing if target visibility is reduced as determined by the RO.
Shooters with loaded firearms must be under RO direction.
Firearms must never be left unattended.
Any person who believes there may be a risk to people, livestock or property
must call a cease-fire.
4.7
SAFETY ZONES
Each range has a safety (danger) area designed for specific firearms and
calibres. These areas are out of bounds (no trespassing) areas designed to
contain overshoot and ricocheting bullets. Every reasonable effort shall
be extended by the RO to ensure that the safety area does not have people in it
during range operations.
4.8
FUMBLE / PRACTICE / ADJUSTMENT AREAS
The designated safety areas (Fumble Zones) are situated in
the sheds as shown on the site plan. These are for gun handling/dry fire
practice/adjustment during competition. No Live Ammunition may be
taken into or handled in any Designated Safety Area under any circumstances.
4.9
STORAGE/ HANDLING
All handguns must be holstered or cased with actions open and magazines removed
except while on an active firing line or while in the inspection area. (The R/O
retains absolute control at all times) Firearms are always to be pointed
downrange when not holstered.
4.10 MATCH
COMPLETION
At the conclusion of all matches or practices the RO will ensure that:
All targets and/or frames are returned to the designated storage areas;
Firing points are checked (as per 4.4 above) and for other debris;
All firearms and ammunition have been removed from the range;
All flags are lowered; and
Buildings and entrance gate are locked.
SECTION 5 RANGE SAFETY CONSIDERATIONS
5.1
COMMUNICATIONS
Because of their locations ranges 1, 2 & 7 may operate individually. When more
than one of Ranges 3, 4, 5 or 6 are active at the same time Range Officers will
ensure that verbal communication and coordination is maintained between the
active ranges.
5.2
SPECTATORS
Spectators will follow all directions given to them by the Range Officer or
delegated Club member. Spectators must remain 5 meters behind any active firing
line or within any designated spectator areas.
5.3
HEARING AND EYE PROTECTION
Hearing protection for
all attendees at the
range in near proximity to an active firing line is
mandatory. Eye
protection for all attendees at the range in near proximity to an active firing
line is mandatory.
5.4
ALCOHOL/DRUGS
Any person deemed by the RO to be
under the influence of alcohol or drugs will not be permitted to shoot.
5.5
SMOKING
Due to the extreme fire hazard in the range and adjacent areas, smoking is not
permitted in the surrounding areas of natural forest.
Smoking is not permitted within 10m of any black powder firearms being used or
loaded.
Smoking is not permitted on any firing point. Smoking is only permitted in the
designated areas. Smokers should be encouraged to wash their hands after
shooting and before smoking (or eating) due to the hazard posed by the possible
ingestion of lead. All smoking materials (butts, etc.) are to be disposed of in
the containers provided.
5.6
PROTECTIVE CLOTHING
Appropriate clothing must be worn at all times. Clothing must provide
protection to the shooter but not hinder the safe operation of the firearms
being used. Appropriate enclosed footwear is to be worn at all times. Clothing
that assists the shooter and is contrary to the rules of the particular
competition being shot is to be removed from the range.
5.7
FIRST AID KIT
A first aid kit is located
in the lockable First Aid Cabinet in the undercover section to the rear of the
firing lines to Ranges 3 & 4. This cabinet is made clearly visible by a
Red Cross logo. The First Aid cabinet will be unlocked by the Range Officer
prior to raising any Red flag within the our facility.
